Choice map

Twenty-three decisions nobody had made yet, wired together by what blocked what. Published with the graph source and the register intact.

Original title
Choice Map — Bottom Pub Co-op
Original date
Updated 22 May 2026
Project phase
Stage 1 — Gauging interest
Purpose at the time
A dependency graph of the open CHOICE items — twenty-three unmade decisions in five tiers, with what each blocked, the risk of deferring it and the benefit of deciding early.
Status at the time
Live map, maintained by hand. Every decision listed was still 'Open' at this revision; the map was not revised again before the campaign ended.

What was changed for publication
  • The mermaid click directives and the register's 'Admin link' column pointed at pages in the Access-protected admin vault. They are removed; nothing else in the diagram or the dependency arrows is changed. The diagram is presented as source because the public site deliberately runs no third-party diagram script.
  • D14/D15 referred to a specific nearby business by its local nickname and speculated about it becoming an 'objector'. The decisions are kept in full; the framing is generalised to engagement with existing local hospitality businesses, so that no identifiable third party is named, implied or characterised in a document it had no part in.
  • Every decision's 'Open' status is left as it was on 22 May 2026. Several were in fact resolved later (e.g. D16 — the dashboard shipped at /status); the map was not kept current, and that is part of the record.

Choice Map — Bottom Pub Co-op

Known open CHOICE items as at Stage 1. Internal use only. Not for public release. Updated: 2026-05-22 | Source of truth: individual stream docs and decision log Note: this map is a live working document — add new CHOICE items as they are identified rather than treating it as exhaustive.

Click any node to open the relevant admin page. Arrows show blocking dependencies. (Archive: the click-through targets were pages in the Access-protected admin vault; the click directives and the ‘Admin link’ column below have been removed. The diagram is shown as source — this site does not run a diagram renderer.)

IDDecisionStatusBlocksRisk if deferredBenefit of deciding early
D1Distributing vs non-distributing co-opOpenD2, D4, D5, all fundraising languageFinancial model, grants, and member-return language may be legally incompatibleUnlocks T-004 financial model, legal structure memo, all grant applications
D2Legal entity type (Inc. assoc. / Co-op CNL / CLG)OpenD3, D5, D12, D13Wrong structure blocks grants, locks governance options, costly to reverseCNL gives one-member-one-vote by statute; association is cheaper/faster to form
D3When to incorporateOpenArts Tasmania grants, Growing Regions, federal programsArts Tasmania Organisations – Projects round closes 7 Sep 2026; late incorporation misses itEarliest viable: after D1+D2 resolved; Arts Tasmania window creates urgency
D4Charitable / DGR statusOpenPhilanthropic grants, some federal programsMissed eligibility for DGR-only programs; private donations non-deductibleDGR status makes individual donations tax-deductible; widens philanthropic pool
D5Investor-seat arrangement (Options A / B / C)OpenAny capital-raising conversationStarting capital conversations without this decision risks incompatible expectationsExplicit decision prevents governance disputes when first investors engage
D6Spending ceiling (before any cost is incurred)Open — formation meetingTitle search, legal advice, any expenditureUnauthorised expenditure by stream leads; no basis for reimbursement claimsImmediately authorises next steps; low overhead to decide
D7Facilitation vs chairing arrangementOpen — formation meetingMeeting process and minute-keepingAd hoc arrangement creates ambiguity about decision authority at meetingsNamed arrangement reduces process conflict before it starts
D8Stage 2 EOI threshold (minimum signal)Open — working groupAny move to formal feasibility commissionNo agreed threshold means Stage 2 trigger is subjectivePre-agreed threshold creates a credible, community-transparent decision gate
D9Legal adviser selectionOpenT-002 legal structure memo; all legal sign-off gatesLegal advice cannot begin until adviser is retained; structural decision delayedEarly appointment keeps Stage 2 timelines achievable
D10AI image disclosure standard (#32)OpenAny AI-generated image used publiclyInconsistent disclosure damages credibility if challenged; over-claiming misleadsSingle standard applied consistently is low cost and high-trust
D11Mailing list as primary channel?OpenIntake follow-up procedure; lower-tier EOI holding strategyWrong channel choice means respondents are held in a channel the co-op doesn’t controlPrimary channel decision locks in the follow-up workflow for 68+ respondents
D12Operator model (Employed / Tenant / Hybrid)Stage 2 — requires D1+D2Publican authority limits; licence continuity planning; employment riskProceeding to operator engagement without this decision creates incompatible expectationsEarly model selection allows constitution, management agreement, and licence advice to proceed together
D13Publican + licence-holder — same person?Stage 2 — requires D12Liquor licence strategy; staffing modelTwo-person model increases continuity risk; one-person model may be difficult to recruitDecision shapes the licence application and employment agreement structure
D14Timing of engagement with existing local hospitality businessesStage 2Stakeholder relations; licence application processDeciding late means the project goes public before neighbouring operators have been spoken to, which is both a courtesy failure and an avoidable process riskEarly, open engagement is the ordinary courtesy and gives the project a chance to build relationships rather than surprise people
D15Differentiation and accommodation strategyStage 2Business model; capital requirements; partnership approachPositioning mismatch with existing local offerings creates market confusion or an undercutting dynamicClear positioning makes capital case and operator recruitment easier
D20Publican authority limits relative to BoardStage 2 — requires D12Employment or management agreement draftingAppointing an operator without defined authority limits creates governance disputesWritten limits protect both the Board and the Publican from scope-creep conflicts
D21Publican KPIs and performance review process (if employed model adopted)Stage 2 — requires D12Employment agreement; Board oversight cadenceNo agreed KPIs means performance issues cannot be objectively assessed or acted onMinimum baseline: monthly financial reporting and quarterly KPI review
D22Leased model as interim arrangement — acceptable?Stage 2 — requires D12Capital planning; mission integrityStarting with a leased model that the co-op later rejects on mission grounds wastes set-up costsExplicit ruling-in or ruling-out prevents mission drift before operator discussions begin
D23Succession plan if first Publican leavesStage 2 — requires D12 + D20Liquor licence continuity; Board governance protocolLicence dependency makes an unplanned departure high-risk; no protocol means ad hoc decisions under pressurePre-agreed protocol keeps the licence intact and reduces Board liability during transition
D16Public dashboard path (/status vs /dashboard vs /where-we-are)OpenCanonical URL; nav links; <link rel="canonical"> tagChanging path after launch breaks inbound links and existing bookmarks/status recommended in spec as short and unambiguous; low-cost decision
D17Dashboard open-questions content (2–4 community questions)OpenDashboard implementation cannot begin without approved copyLaunching without steering-approved questions means the page goes live with placeholder or wrong contentSteering drafts questions once; agents can then maintain the page
D18Dashboard next-milestone copy (one sentence)OpenDashboard implementationStale milestone copy erodes credibility if the milestone passes without an updateSingle steering-approved sentence; low effort; keeps the public dashboard honest
D19Main nav link to dashboard?OpenSite navigation structure; discoverability of the status pageNo nav link means the dashboard is published but not prominently reachableExplicit yes/no decision prevents accidental omission; nav is currently minimal

Reading the diagram

Arrows mean “this decision must be made before the target decision can be fully resolved.”

Tiers are approximate urgency levels, not strict phases:

  • Tier 1 decisions are the most upstream and should be resolved at or immediately after the formation meeting.
  • Tier 2 follows as soon as Tier 1 is settled.
  • Tier 3 items are formation-meeting agenda items.
  • Tier 4 items are Stage 1 operational decisions that don’t depend on legal structure.
  • Tier 5 items are Stage 2 work; they appear here for completeness.
