Methodology note. State and local program entries were retrieved directly from the issuing body’s own website. Federal program entries (BBRF, Growing Regions, CDGP) could not be retrieved by the research agent due to repeated infrastructure.gov.au timeouts; their status has been updated from primary-source verification by a human reviewer. No grant aggregators, blogs, or third-party summaries are used. Amounts, dates, and eligibility criteria are reproduced from live page content; they may change after this date. This document is a research matrix only — it does not recommend applications or assert eligibility.

Key findings for human review

1. Highest-priority immediate action: Search the Tasmanian Heritage Register for the Bottom Pub property at https://onlineregister.heritage.tas.gov.au/ (search “Cygnet” in suburb field; the Commercial Hotel is recorded as Place ID 3472, address 2 Mary Street, Cygnet TAS 7112 — confirm against this register entry). If the property is on the register, the Built Heritage Grants Scheme (Heritage Tasmania, $1.3M+ pool across rounds) is the most material grant available.

2. Most accessible grant at Stage 1 (no structure required): The Huon Valley Council Community Liveability Fund ($3K–$10K) accepts unincorporated community groups, is geographically specific to the Huon Valley LGA (which includes Cygnet), and opens again late 2026. Stage 1 feasibility activities (community consultation, gauging interest) could plausibly qualify. Pre-application contact with Council is mandatory.

3. Incorporation unlocks multiple programs: Incorporating as an incorporated association or CLG makes the entity eligible for three Arts Tasmania programs (Organisations – Projects, Annual Programs, Cultural Heritage Organisations) plus potentially federal programs. The June–September 2026 Arts Tasmania round is worth targeting if incorporation is expedited.

4. Major federal programs (BBRF, Growing Regions, CDGP) could not be verified — these are the largest potential grant sources but their program pages timed out repeatedly. They must be retrieved from primary sources by a human before any eligibility assessment.

5. No social enterprise or co-operative development-specific grant program was found from an accessible primary source. This category needs further direct research via grants@dpac.tas.gov.au, GrantConnect (grants.gov.au), and the Business Council of Co-operatives and Mutuals (bccm.coop).

CB-01 — Heritage Register status of the property

Affects: P40-H-01, W-01

The Built Heritage Grants Scheme is restricted to “owners and custodians of state heritage listed places.” Whether the Bottom Pub (the Commercial Hotel, Cygnet) is on the Tasmanian Heritage Register is unverified. (Cross-reference: internal/heritage_desktop_research.md records THR Place ID 3472; this entry should be confirmed against the live register before being relied on.)

Resolution required (FACT — verify before using): Search https://onlineregister.heritage.tas.gov.au/ (suburb: “Cygnet”) or email Heritage Tasmania at enquiries@heritage.tas.gov.au / (03) 6165 3700.

CB-02 — Legal structure of the applicant entity

Affects: All Arts Tasmania programs (P40-E-01, P40-H-02, P40-E-02, P40-S-01), and likely all federal programs.

Arts Tasmania’s general eligibility requires applicants to be “registered under law (an incorporated association, or a company limited by guarantee) or created by law.” An unincorporated group cannot apply to any Arts Tasmania organisation-stream program.

Resolution required (CHOICE — working group and solicitor): Decide whether to incorporate as an incorporated association (Associations Incorporation Act 1964 Tas), a co-operative (Co-operatives National Law (Tasmania) Act 2015), or a company limited by guarantee (Corporations Act 2001 Cth). Each has different governance requirements and grant eligibility implications.

CB-03 — Charitable status / DGR status

Affects: Growing Regions Program (W-06) and any federal programs confirmed active in future research; private philanthropy programs not yet researched. (Note: BBRF (W-05) and CDGP (W-07) are discontinued/closed — no longer relevant.)

Several grant programs favour or require deductible gift recipient (DGR) status or ACNC registration as a charity. A co-operative is not automatically a charity.

Resolution required (CHOICE — charity law specialist): Before seeking philanthropic grants or some federal programs, assess whether the co-op can qualify as a registered charity with the ACNC, and whether the selected legal structure is eligible for ACNC registration.

CB-04 — Property ownership / custodianship at time of application

Affects: P40-H-01, W-01

The Built Heritage Grants Scheme refers to “owners and custodians.” At Stage 1 the co-op has not acquired, optioned, or entered any custodianship arrangement over the Bottom Pub property.

Resolution required (FACT — contact Heritage Tasmania): Confirm with Heritage Tasmania (grants@heritage.tas.gov.au) whether a community group expressing intent to acquire a heritage-listed property — but not yet having done so — can apply, and under what conditions.

CB-05 — “Arts organisation” qualification for Arts Tasmania programs

Affects: P40-E-01, P40-E-02, P40-H-02, P40-S-01

A co-op formed to acquire and operate a pub is not self-evidently an “arts organisation,” even if cultural programming is part of its vision.

Resolution required (FACT — contact Arts Tasmania): Contact Arts Tasmania grants officers (grants@arts.tas.gov.au) with a description of proposed activities before applying. Do not apply without this confirmation.

CB-06 — Federal regional programs — primary source not retrieved

Affects: W-05, W-06, W-07

The infrastructure.gov.au domain timed out on every attempted fetch during research. Eligibility criteria, current status, amounts, and structure requirements for BBRF, Growing Regions, and CDGP are not confirmed from primary sources in this document.

Resolution required (TODO — human access required): Access infrastructure.gov.au directly in a browser and retrieve current program guidelines before treating these programs as confirmed eligible or ineligible.
